City Charter – We must learn from the mistakes of the past

“Those that do not learn from the past are condemned  to repeat it”, (George Santayana).  Raytown is facing the 5th attempt to pass a city charter.  To avoid a repeat of the past, RaytownOnline.com will spend the next two weeks examining that past.  A previous post (click HERE to read) included links to the four most recent charter attempts.  A video of the last meeting of the last charter commission in 2005 is provided in this article.   The next article will examine some of the specifics that may have contributed to the failures in the past.
