Raytown School District parent charged with involuntary manslaughter 2nd degree

A 2009 Halloween party in the neighborhood of 49th and Sterling resulted in a traffic fatality later that nigh, and a local parent was charged last week with multiple criminal offenses related to supplying the underage driver with alcohol.

Sandra S. Triebel is charged with Involuntary Manslaughter 2nd degree, Supplying Liquor To A Minor Or Intoxicated Person, and Property Owner Allowing the Drinking of an Intoxicating Liquor by a Minor. 

 From the Jackson County Criminal Complaint:

On 10/31/2009 at approx. 2343 officers responded to a fatality accident at US 24 Highway and Blue Mills Road, Independence, Jackson County, Missouri. Once on scene, officers observed a Plymouth Neon and a Chevrolet Malibu to have been involved. The front passenger of the Plymouth, later identified as Laura B. Reynolds WF 5/6/1993, was pronounced dead at the scene. The driver of the Plymouth and the second passenger were injured and transported to a local hospital. The driver of the Chevrolet, later identified as Kenneth S. Blake II WM 3/10/1990 was subsequently charged with Inv Manslaughter-1 st Deg-Vehicular Intoxication-Death of a Nonpassenger/Two or More Persons/ Bac.18% Or More and two counts of Assault 2nd Degree – Operate Vehicle While Intoxicated Resulting in Injury. Lab results from the blood draws taken from Blake revealed his Ethanol Level was .208.

Further investigation revealed that Blake was at an underage drinking party prior to the accident, which was located at XXXX Sterling, Kansas City, Jackson County, Missouri. Independence officers interviewed Sandra S. Triebel WF 12/2/1964, who had supposedly hosted the party. Triebel stated she had hosted an underage drinking party, provided alcohol for the party, and she felt like she was in control of the situation. Nobody was to leave the party, she wanted to know that her daughter and her friends were okay, and didn’t want them on the street.

A pick up was issued for Triebel on 6/17/2010. Triebel was arrested on 6/24/2010 at XXXX Sterling.

Triebel was read her Miranda rights and provided a statement. Triebel stated she had a party at XXXX Sterling, knew several of the kids were under the age of twenty one, and purchased alcohol from a liquor store with money supplied by one of the kids. She made a pitcher of an alcoholic beverage that included a type of mixture with pineapple juice and Bacardi Rum. She knew XXXX was 19 years old. She also knew everyone had drank from the pitcher of alcohol except for her daughter XXXXX. She hoped Kenny was just going to go home, after he had left the house. Triebel stated she knew Kenny was drunk when he left the house and didn’t call the police.
