THE BLUE RIDGE SIDEWALK PROJECT

Action Requested: Board of Aldermen approval of the Blue Ridge Sidewalk Project low bid of Miller Paving & Construction, LLC of $514,488.43.

 Recommendation: Staff recommends approval as submitted.

 Analysis: The Public Works Department received 8 bids that were opened on Tuesday,

January 26, 2010. Miller Paving & Construction, LLC is the lowest and best bidder at

$514,488.43 and is being recommended for approval. This project will include construction of new sidewalks, ADA ramps, curbs, and other miscellaneous work. This project is currently funded by the American Recovery & Reinvestment Act through MoDOT for $514,488.43. This project was initially funded through ARRA for $250,000.00. The City of Raytown received two increases in funding to allow construction of the base bid and all four alternates.

Leath & Sons Inc. was the apparent low bidder, but MoDOT rejected their Bid due to their bid submittal not having the Disadvantaged Business Enterprise forms filled out within the required three-day window. Therefore, the City of Raytown is required to go with the second low bidder who submitted all of the required paperwork.

The project has been approved by the Municipal Committee at the February 9, 2010 meeting but was reviewed at a lower expenditure level of $288,629.71. The ability to award the project was delayed due to the delay in MoDOT concurrence. In the time since the delay more funding has been made available to the city that makes it possible to construct all of the sidewalk that was designed.

The City was prevented from awarding the project until it received MoDOT concurrence and approval of the all funding amendments. The first funding amendment has been approved and the second funding amendment for the project is on the agenda for the second reading for final approval. MoDOT concurrence was received on July 15, 2010. Notice to Proceed with Miller Paving & Construction, LLC will be issued after the required preconstruction meeting has been held.

Alternatives: Do not award the project and do not construct the sidewalk
