This was an interesting meeting from start to finish. The Charter Commission has hired a lawyer (Allen Garner) and a major part of the meeting involved advise from Mr. Garner and his response to questions from the Commission.

Recording the meeting was more than the usual challenge. The meeting was held in the small adjoining room to the main chamber, due to remodeling. It was not possible to get the entire commission in the frame from one camera. There was not a break where batteries could be changed on the cameras, so the final few minutes were recorded with a phone camera.

Malcolm D. Johnson, 25 from Kansas City, has been charged with the Oct. 24th murder of Monteario Hogan. Mr. Hogan was found lying on the pavement behind the Family Dollar Store at 5242 Blue Ridge Blvd at about 10:00 PM. Witnesses stated that the victim had earlier lifted his shirt to display a gun during an argument in the nearby McDonald’s and that Johnson arrived later in response to a phone call from a party to the disagreement.

A 25-year-old Kansas City man has been charged in connection with the fatal shooting of Monteario Hogan in Raytown on Oct. 24, 2014, Jackson County Prosecutor Jean Peters Baker announced today.
According to court records, Hogan was found lying outside a Family Dollar Store in the 5200 block of Blue Ridge Blvd in Raytown. Witnesses told Raytown Police that they observed Johnson shooting at the victim and get into a vehicle and leave at a high rate of speed.
Prosecutors have requested a bond of $250,000.
The charges against Johnson were filed earlier this month but not released until today. He was recently taken into custody.
During National Young Readers Week, Blue Ridge Elementary Principal Danielle Miles accepted the “BOOK IT” reading challenge, taking to the roof of the school to read “Apples to Oregon” by Deborah Hopkinson. Principal Miles accepted the challenge as a way to encourage students to become readers, and according to BOOK IT, “Research shows that the single factor in raising a reader is reading aloud.” Principal Miles later came inside the building dressed as TV’s famous mystery solving dog, Scooby Doo, and continued to read to students.
On October 17 and 18, first year students were at Winnetonka. Top finishers were: Jessica Madrid, Semifinals of Dramatic Interpretation, and Blythany Locascio, 8th in Lincoln-Douglas Debate. Varsity debaters were at Park Hill, and top finishers were: Katelyn McAlister, in Super Session of Student Congress, and Romeo Bagunu, 5th in Student Congress.
On October 31 and November 1, first year debaters competed at Grandview. Top finishers there were: Madie Hill,15th in Lincoln-Douglas Debate, and Allyson Behymer, 14th in Lincoln-Douglas Debate. Forensic students competed at Truman High School. Top finishers there were: Jessica Madrid, Semifinals in Dramatic Interpretation; Anisah Marshall, Semifinals in Dramatic Interpretation; Larissa Wilson, 4th in Storytelling; Isabella James, 3rd in Storytelling; and Anisah Marshall, 2nd in Storytelling.
On November 7 and 8, the Talking Blue Jays competed at the Lee’s Summit West and Lee’s Summit North Invitational Tournament. First year top finishers were: Isabella James and Larissa Wilson, Semifinals of Storytelling and James, Semifinals of Humorous Interpretation; Madie Hill, Semifinals of Original Oration and 2nd in Lincoln-Douglas Debate. Varsity top finishers were: Doyne Dodd, Semifinals of Humorous Interpretation; Israel Hanke, Supersession of Student Congress, and Hanke with Tamela Hill, 1st in Public Forum Debate.
On November 14 and 15, the squads competed at the Raymore-Peculiar Invitational.Top finishers were: Yermeya Bagunu and Isabella James, Semifinals in Storytelling; Israel Hanke, Supersession of Student Congress; Blythany Locascio, 10th in Lincoln-Douglas Debate; Josh Beary, 9th in Lincoln- Douglas Debate; and Katelyn McAlister, 6th in Student Congress. The Bluejays are coached by Mark Harris.
Mid-afternoon on Nov. 15th a vehicle failed to yield to oncoming traffic as it tried to make a left hand turn from 65th St. onto Elm. This is a bad intersection. It has many elements working against it.
A hill/depression to the South hides oncoming traffic.
Drivers on Elm routinely speed and use Elm as a shortcut between 350 Highway and 63rd St.
Drivers heading East on 65th often speed though the intersection, as it angles into Elm allowing for little to no speed reduction.
That aforementioned angle also makes it hard to see oncoming traffic from the South.

Development & Public Affairs
The Development and Public Affairs Department understands the importance of community service. Being a part of Raytown organizations helps us understand our community better. Brenda Gustafson, Public Information Officer and John Benson, Director of Development and Public Affairs were sworn in as President and President-Elect of Raytown Three Trails Kiwanis Club. Both Brenda and John were also added to the Shepherd’s Center Board of Directors. Both clubs contribute to the community in many ways. It is a privilege to serve them.
Brenda Gustafson, Public Information Officer, has been named Missouri Chair of E-RAPIO (a group of regional PIOs who respond to regional emergency situations) and will have a seat at the Regional Homeland Security Committee. She and Scott Peterson, Permit Technician also have been trained on the regional WebEOC (Emergency Operation Center). This Website helps connect communities during emergency situations.
Planning & Zoning Commission met November 13, 2014 and recommended approval for auto repair within a new tire and wheel store called Rent and Roll at 8910 E. 350 Highway. They also continued an application for a conditional use permit for auto sales at Rick’s Auto Repair at 8216 Westridge Road.

Raytown Police Chief Jim Lynch announced today that Raytown Police Sergeant Michael “Mike” McDonough, will be retiring after serving the residents of Raytown for 40 years. Sgt. McDonough’s retirement date is 01-02-2015.
Sgt. McDonough first started working for the City of Raytown in the Street Department, in 1974. In August 1975, Sgt. McDonough started his police career as a district patrol officer, later becoming a detective, a fire investigator, and has been the Sergeant over the Detention Unit, Investigations and then Traffic, where he currently serves. He has worked in almost every facet of police work. Among his career accomplishments, are Raytown Police Officer of the Year and the Lifesaving Award from the Metropolitan Chiefs and Sheriffs Association. Sgt. McDonough also received the Raytown Fire District James Schneider Award for Lifesaving.
Sgt. McDonough was the recipient of a 2014 Truman Heartland Community Foundation Outstanding Citizen Award. The Outstanding Citizen Award honors area citizens in our communities who, thanks to their service and charitable support, have made significant contributions to the places where we live and work.
Sgt. McDonough is the Secretary of the Raytown Police Benefit Fund. During his tenure, the Fund has been involved in many fundraising events. In the last ten years, nearly $150,000.00 has been raised for local charities including Hope House, Raytown Emergency Assistance Program (REAP), Raytown Educational Foundation, Shriner’s Hospital, and Truman Heartland Community Foundation.
Sgt. McDonough is a past Board Member of the Friends of the Rice-Tremonti Home and current Board Member of REAP, and remains very involved with REAP’s events and efforts.
Sgt. McDonough, nearly lifelong Raytown resident, was elected to the Raytown Charter Commission, where he has joined other Commissioners in writing, and later proposing, a Charter for the City of Raytown.

Based on the ruling from the U.S. District Court of Western Missouri, the Jackson County Recorder of Deeds will begin issuing same-sex marriage licenses.
Beginning at 2 p.m. today, licenses will be issued at both the Jackson County Courthouse in Kansas City and the Truman Courthouse in Independence.
“Courts are ruling that marriage is a fundamental right of every citizen,” said Jackson County Executive Mike Sanders. “Given that marriage is such an important right, sound public policy dictates that right be applied uniformly across the state.”
“Marriage affords couples important legal protections, ranging from family leave, the ability to care for or visit a sick spouse, the opportunity to secure inheritances, or file for joint insurance,” said County Executive Sanders. “I am pleased that our staff is working expeditiously to accommodate applicants.”
Given the historic nature of this decision, retired Judge Vernon E. Scoville will be available to perform marriage ceremonies starting at 2 p.m. today. These ceremonies will be conducted in the Legislative Chambers of the Jackson County Courthouse in Kansas City.
Raytown’s 6th Annual Tribute and Thank You to All American Veterans and Veteran widows will take place on Sunday November 9, 2014 at 1:30 p.m.
We will honor our veterans with a fantastic color guard and presentation of a memorial wreath in memory of those veterans who have left us. Missouri State Legislator Tom McDonald and Raytown Mayor David Bower will spotlight all veterans. The Kansas City Men’s Chorus directed by Noel Fulkerson and the Raytown Community Symphonic Band directed by Eric Eckhoff will perform. A social hour will immediately follow.
